When Paris streets flooded in 1910 in winter, was there a special element that made the Seine not overflow though it was 28 feet above it's normal level? And with first floor structures filled with water and people were having to move about with make-shift boats and rafts and walkways, why were there no deaths? Possibly a helping guiding force?
